When states secede, the question arises as to what happens to all the treaties and conventions that it has signed and also to all the pledges and commitments the parent state has made, and one of the more prominent documents that outline the procedure for the transferal of treaties and legal documents from the parent state to the newly formed state is outlined in this convention.
